Can minor children travel with only one parent or legal guardian?

Yes, but they generally require a notarized Minor Travel Consent Form signed by the non-traveling parent or legal guardian. This rule is heavily enforced by customs officials and maritime security at boarding gates to satisfy both international laws and individual destination regulations.
No, rules vary significantly between operators. While federal guidelines allow state-issued birth certificates on specific closed-loop itineraries, premium cruise operators frequently mandate passport books for all guests, regardless of age, to protect passenger transit in cases of medical evacuation or unexpected dockings.
Common edge cases include name mismatches between cruise manifests and photographic IDs (often solved with certified marriage certificates), dual citizenship compliance, and strict passport validity rules demanding at least six months of remaining validity beyond the sailing’s scheduled end date.
Azamara

Azamara offers interline discounts on select sailings to customers who are currently employed with a domestic or international commercial passenger airline. These guests may book up to two staterooms at the interline discount. The following guests are eligible to book one stateroom at the interline discount; Spouse or Parent of an airline employee (as listed above), and employees of Sabre, Worldspan, Galileo/Apollo, or Amadeus. Retired airline employees are also eligible provided the airline is still in operation (e.g. retired employees of Pan American Airways do not qualify). Qualifying employees must present an I.D. badge from their respective company at the pier. Please note that interline rates are for new bookings only. Interline bookings do not qualify to receive Azamara Le Club Voyage Loyalty benefits. Cruise lines reserve the right to bump interline bookings from a sailing in the rare event of an oversold ship.

Carnival offers interline discounts on select sailings to customers who are currently employed full-time with a domestic or international commercial passenger airline, other cruise lines, Airline Pilots’ Association (ALPA), Federal Aviation Administration (FAA), International Air Transport Association (IATA), National Air Traffic Controllers Association (NATCA), Amtrak, Worldspan, Sabre, Galileo, Amadeus, FedEx and UPS. These guests may book two staterooms at the interline discount for themselves and their immediate family members, including interline eligible guest’s spouse, parents and dependent children age 21 or younger, as long as one interline eligible guest is traveling on the same ship and sailing date. The Spouse, Parent, or dependent child (age 21 or younger) of an interline eligible guest may book one stateroom if the interline eligible guest is not traveling. Retired airline employees are also eligible to book one stateroom provided the airline is still in operation. Qualifying interline personnel must submit a photocopy of their company photo ID via fax to Carnival and The Cruise Company at the time of booking. Carnival will charge guests the standard market rate if they do not receive proper documentation within 72 hours of booking (24 hours for reservations inside of 2 weeks prior to sailing).

Celebrity offers interline discounts on select sailings to customers who are currently employed with a domestic or international commercial passenger airline, Federal Express, Astar Air Cargo, or United Parcel Service (UPS). These guests may book up to two staterooms at the interline discount. The following guests are eligible to book one stateroom at the interline discount; Spouse or Parent of an airline employee (as listed above), and employees of Sabre, Worldspan, Galileo/Apollo, or Amadeus. Retired airline employees are also eligible provided the airline is still in operation (e.g. retired employees of Pan American Airways do not qualify). Crystal offers interline discounts on select sailings to customers who are currently employed with a domestic or international commercial passenger airline. Pilots who are currently employed with a domestic or international cargo airline, such as Federal Express, DHL Worldwide Express, Astar Air Cargo, or United Parcel Service (UPS), are also eligible to book one stateroom. Retired airline employees and retired cargo airline pilots are eligible to book one stateroom provided the airline is still in operation (e.g. retired employees of Eastern Airlines do not qualify). The spouse and parents of qualified Interline guests may travel unaccompanied by the Interline guests. Eligible participants must not be a member of Crystal Society. Qualifying guests must submit a letter of employment verification at the time of booking.

Cunard offers interline discounts on select sailings to customers who are currently employed with a domestic or international commercial passenger airline, Federal Express, DHL, or United Parcel Service (UPS). Retired airline employees are also eligible provided the airline is still in operation (e.g. retired employees of Pan American Airways do not qualify). The spouse, parents, parents-in-law and dependent children of an interline eligible guest may book one stateroom if the interline eligible guest is not traveling. Qualifying employees must present an I.D. badge from their respective company at the pier.

Holland America offers interline discounts on select sailings to customers who are currently employed full-time with a domestic or international commercial passenger airline or charter airline; to flight crew employees of Federal Express and United Parcel Service (UPS); to active air-traffic controllers, Air Marshalls, FAA and TSA employees; to employees of Amadeus, Revelex, and Sabre. Retired airline employees are also eligible, including those retired from defunct airlines. The spouse, parents, parents-in-law and dependent children of an interline eligible guest qualify if the interline eligible guest is not traveling. Qualifying guests must submit a letter of employment verification, a copy of their company photo ID, or proof of flight benefits at the time of booking.

MSC offers interline discounts on select sailings to customers who are currently employed with a domestic or international commercial passenger airline, Federal Aviation Administration (FAA), National Air Traffic Controllers Association (NATCA), Worldspan, Sabre, Galileo and Amadeus. The member/employee must cruise with immediate family in order to receive the discount. Retired airline employees are also eligible. Qualifying guests must present an I.D. badge from their respective company at the pier.

Norwegian offers interline discounts on select sailings to customers who are currently employed with a domestic or international commercial passenger airline, Federal Express, DHL Worldwide Express or United Parcel Service (UPS). Retired airline employees and are also eligible. These discounts also apply to the eligible employee’s parents, spouse, grandparents, children, siblings, grandchildren and parents in-law as long as the eligible employee is also sailing. A maximum of two staterooms are permitted per interline eligible guest. Qualifying employees must present an I.D. badge from their respective company at the pier.

Oceania Cruises offers interline discounts on select sailings to customers who are currently employed with a domestic or international commercial passenger airline, National Pilots Association, National Air Traffic Controllers Association (NATCA), Federal Express, Astar Air Cargo, or United Parcel Service (UPS). These discounts also apply to the eligible employee’s spouse, dependent children and parents. Retired airline employees (including those retired from now-defunct airlines) are also eligible to book one stateroom. Qualifying guests must submit a photocopy of their company identification card at the time of booking.

The spouse, parents and parents-in-law of an interline eligible guest may book one stateroom if the interline eligible guest is not traveling. Regent offers interline discounts on select sailings to customers who are currently employed with a domestic or international commercial passenger airline. Qualifying guests must submit a letter of employment verification at the time of booking.

Royal Caribbean offers interline discounts on select sailings to customers who are currently employed with a domestic or international commercial passenger airline, Federal Express, Airborne Express, or United Parcel Service (UPS). These guests may book up to three staterooms at the interline discount.
